提起汐止，就讓人聯想到颱風天淹大水，房價暴跌不漲。這10年來，一個汐止的小小社區「夢想社區」扭轉一切，不僅讓愈來愈多的移居者入住，還有人專程來此欣賞由國內外藝術家、阿公阿嬤、國小孩童們上街演出的盛大嘉年華，見證社區營造的新方法。嘉年華不僅引動汐止的活力，更帶來理想生活的投射，夢想文教基金會董事長蔡聰明說，「10年前，汐止人要是到銀行申請信用卡，是辦不下來的，現在則有更多人以住在夢想社區為傲。」

甩悲情 凝聚向心力在《中國時報》與正聲廣播電台合作「新故鄉動員令」節目裡，主持人劉克襄與蔡聰明聊起汐止夢想社區的故事，劉克襄更訝異於蔡聰明與其他建商的「截然不同」，不僅僅穿著短褲、拖鞋、騎著摩托車一身輕便來到電台，就連賣房、經營社區也那麼「別出心裁」。汐止的古地名為「水返腳」，源起於基隆河受潮汐影響，河水潮漲至此。15年前，納莉、象神颱風導致汐止淹水成災，居民信心崩盤，大量向外搬遷，這也讓投入故鄉建設的蔡聰明相當沮喪，直到他在美國西雅圖參加了一場「飛夢夏至大遊行」，讓他靈機一動，「10萬人的嘉年華會，似乎能讓人忘卻痛苦災難悲情，這或許是個凝聚社區居民向心力的好方法。」敲戰鼓 跳起森巴舞於是，他回台成立了夢想社區文教發展基金會，更將遊行的影片及照片帶回，遊說社區居民上街遊行。第一回遊行，只以播放音樂炒熱氣氛，蔡聰明裝扮成牛魔王，率領著穿上戲服的眾人遊行，「當時參加遊行的有200人，只有20到30位居民，多數人上陣前還喝了半打啤酒。」嘉年華持續舉辦3年，蔡聰明才從外國藝術家剪輯的影片中，發現居民以走路取代跳舞，表情像是在參加喪禮，逼得他再度前往巴西里約嘉年華取經，更邀請森巴鼓手來台教學，最後以極具穿透力的戰鼓鼓聲，鼓動所有參與的人。自此，夢想社區的嘉年華才開始以澎湃熱情的森巴舞、慷慨激昂的巴西戰鼓定調。拋成見 噴火大解放「那個是國外啦，叫我穿成這樣怎麼走上街？」、「我哪有像美國人那麼多時間可以跟你練舞？」蔡聰明說，森巴舞衣及舞蹈讓居民反彈很大，他轉從社區的孩童著手，再回頭引動父母參與，他說，「但是這也有個黃金期，過了國中後的孩子，對社區活動的參與度又會減少。」蔡聰明對此仍不放棄，不斷透過四處參加嘉年華，增生新點子，包括他在2007年參加美國內華達州的「火人祭」（Burning Man Festival）後，開啟他帶著煤油與火炬來做「噴火」表演的念頭，「這成功地表達了我想傳達的解放精神，也讓嘉年華氣氛被帶到最高點。」想入住 先去嘉年華「以前巴西戰鼓只要打5分鐘，警察就來了。現在只要不超過1、2個小時，警察也不會出現。」蔡聰明說，社區營造通常都要長時間經營，而他們在社區深耕嘉年華長達15年，而這就是社區慢慢接受的進步。嘉年華的成功，也讓蔡聰明大膽地制定入住夢想社區的「考試」，購屋者需要通過製作大型偶具、參加過夢想嘉年華後才能簽約，甚至參加過國外的藝術嘉年華會，「這並非傲慢或是刁難，我希望能夠改變大家的生活型態，營造一個聚落，一個有著共同生活理念的群體聚落。」(中國時報)，
